The directive had to be implemented nationally by 23 September 2018. In Finland, legislation complies with the EU directive and the Act on the Provision of Digital Services entered into force on 15 March 2019.

Amendments have been made to the Act on the Provision of Digital Services, or buy bulk sms service the Digital Services Act, and services must comply with the accessibility requirements of the Digital Services Act after the transition period, starting on 28 June 2025. For example, online stores must be accessible after the transition period, however, this does not apply to micro-enterprises (online stores, e-books, some passenger transport and banking services, as well as services providing access to audiovisual content and communication services).

The EU Accessibility Directive addresses the accessibility of digital services and products, aiming to ensure that all users, including those with special needs, have equal access to digital content. The directive defines accessibility requirements (minimum requirements) and obliges public sector organisations to comply with them on their websites and mobile applications.
