In the INSEE figures, all immigrants who entered France for at least one year

In accordance with European regulations , the census concerns the usually resident population, i.e. people who have lived in France for at least one year or who plan to live there for at least one year. For example, a foreign student present in France for only one academic year (less than 12 months) is not eligible to be counted. All residents are counted without age limit, including minors.
For 20 years, the census in France has relied on annual information collection. To estimate the number of entries into French territory, INSEE uses the answers to two questions on the individual census form : " If you were rich people database born abroad, in what year did you arrive in France ? " and " Where did you live on 1 January [of the previous year] ? " ( Figure 1 ). If a person arrived in France during the year, the second question provides information on their previous country of residence.
Furthermore, the census bulletin provides information on the country of birth of the people surveyed and their nationality , at the time of the survey as well as at birth for those who have acquired French nationality. INSEE can therefore identify immigrants, who are defined as people born abroad without having French nationality at birth.
