The COVID-19 pandemic has shaken the world to its foundations. Not only have businesses in big and small cities closed, but have you ever imagined Disney locking the gates of its parks? Hollywood stopping filming movies? Rede Globo taking almost all of its programs off the air and re-running old soap operas instead of current productions? Or big artists' concerts being held in their living rooms instead of packed stadiums?
That's right. New times require new attitudes.
For the National Cinema Agency, ANCINE, it was no different.
We have already discussed HERE the agency's efforts to not halt work that requires approval, even with reduced staff. Also with the aim of reducing the impact of the coronavirus crisis bulgaria phone number data on the sector, Ordinance 151-E was recently published, on an exceptional basis, which adopts a series of special measures:
– Temporary suspension of external due diligence by ANCINE within the scope of administrative sanctioning and tax processes, with the exception of cases provided for in the regulation, such as due diligence carried out in the interest or at the instigation of regulated agents;
– The admission of requests (i) for exemption from full or partial compliance with regulatory obligations, (ii) for the suspension of current deadlines for the execution and completion of audiovisual projects; and (iii) for the extension of current deadlines for the capture of incentivized public resources, among other cases;
– Administrative recognition of COVID-19 as a force majeure event, which should be considered in analyses and decisions taken within the scope of regulatory and inspection processes, as well as in the monitoring, inspection and reporting of audiovisual projects; and
– The exceptional suspension, starting from 03/16/2020, of the counting of deadlines for the presentation of accounts for audiovisual projects, as well as the carrying out of on-site inspections.
